That is interesting - there would definitely be an incentive to force a disband of an army wherever possible, since such a loss would be permanent and crippling to that player. You would need alliances to get anywhere in central Europe, and even if a player gets ahead, a solo could be staved off by the others ganging up to attack weak points in the land-heavy areas of the map.

It would stink to be England - with a single army forever, his options would be really limited. Russia would probably do best, as a Russian strategy could normally focus on fleet builds on both the north and south sides early in the game, so it could play to a natural Russian offensive.

England: seriously hindered as he is natural target for Germany and France and with little ability to defend.
Russia: way OP, 2 armies and 2 naval building centers on opposite ends of the stalemate. Only issue is 2 armies can not defend Russia's middle.
Germany: benefits immensely but Russia is a problem. Germany has 2 land units that can pretty effectively hold down the line at Munich and Ruhr.
Austria: actually not that bad. With Russia limited in offensive land ability and turkey unable to force into Serbia, Austria gets a good ability to defend.
Italy/France/Turkey: all hindered by their naval ability. Each only has 1 fleet to start but relies more heavily on every other country having a weak navy to be a powerhouse.
