I think you misunderstand what the proposal is saying. I'm saying that any workers who are leftover after they have been assigned to build other things should be used to build mines. For example, if we have 300 workers and 150 are building other things, then the other 150 would build mines. This is just so that we have no unused workers. You can see a full list of builds I have proposed on the previous page.
