Player note - i don't find it believable that our colony would just start butchering people in the streets and butcher congo because the pres ordered it. And that he could set off a nuke --- while we all stood around including general, admiral and def minister doing nothing. As players we need to have some ability to manage things and our soldiers arent evil

I put a lot of work into this game / building the colony as did others and it shouldnt be ruined like this

Reprimand and recondition any soldiers who took part in the executive order, as a means to show the colony that what just happened wasn't approved or called for

As an effort to salvage our relationship with the entire colony, I propose we put in place limits on executive orders for further use. Any executive order that is used to damage persons or property requires 50%, minimum of 2, of all active Cllrs to agree to executive orders.
