From your first post it reads as if you pre-qualify players in the Top 50 All-Time GR and then the rest of the players play to qualify to make up the 28.
e.g. If 16 of the Top 50 players are in the Tourney then the remaining 28 (44-16) play for the last 12 spots, eventually getting a total of 28 players which would then run as it did last year.
Are you still doing this or is it a free for all names-out-of-a-hat and then the top 28

scorers go into round 2 or are you going to seed the games based on GR.
Here is a suggestion.
The top 16 qualify for the 1st Round Proper, the next 28 players have 4 seeded groups of seven players, playing 4 qualifying games and the top 3 from each group by points qualify, that gives you 12 players to add to the 16 which leaves you with the 28 you had last year, then if required seed the top players in the first round proper.
