2014 Webdiplomacy Tournament Replacement Player Needed
Board 4 is absent one player for the tournament. I am looking for someone interested in joining the tournament. Priority is given to players that can pay the $10 buy-in with emphasis on reliable players. If none are forthcoming, I would accept any reliable player. DO NOT POST HERE IF YOU ARE INTERESTED. Doubtless, the excuse the grand jurors were provided by the DA was that murder requires intent, and the police did not intend to murder Garner. I actually think that is a fair argument, but the case for manslaughter (which does not require intent) is a slam dunk. However, the innocence-through-lack-of-intent argument ignores the fact that legislators and prosecutors in Amerika have largely done away with this longstanding aspect of American jurisprudence when it comes to the Little People, and have prosecuted and imprisoned hundreds of thousands or millions for acts (and even non-acts) where the element of criminal intent was clearly missing.

Oh, yeah, so I guess the grand jury in the Garner case was full of upstanding people who fully intended to uphold the law to the letter, right?

Indictment is for probable cause of any crime at all. You can't indict for specific crimes, the trial itself tries to prove the crime committed. Prosecution could have pulled manslaughter so easy that it makes absolutely no sense to refuse to indict. Besides, the DA is supposed to try and get the indictment. It wouldn't make sense for him to try and convince the grand jury that the necessary proofs for murder meant anything before the trial actually started.

So long as laws are dispensed by human beings instead of machines, it will always be subject to interpretation. Grand juries are notorious for being stacked with elderly white law-and-order conservatives - the kind of people who excel at the mental gymnastics necessary to justify any use of force by government police. Whether this makes them "upstanding people" or not is another subject of interpretation.

(Also keep in mind that we do not know what the vote was - for all we know, 11 out of 23 grand jurors voted to indict, which would make my broad generalization just slightly over 50% justified)

Probably because DAs have very close ties to the police in their jurisdiction. Everything from campaign contributions from police unions, to close cooperation between police officers and DA investigators, to regular golf outings between DAs and police chiefs. They're essentially all in bed together, and it is as silly to expect DAs to prosecute criminal conduct by police officers fairly and impartially (absent a green light from police officials) as it is to expect police officers to investigate each other fairly and impartially.

(I also strongly suspect there's an element of intimidation as well. Keep in mind that the police are the best organized and equipped gang in *any* neighborhood, and if the police decide to target you for some extralegal payback for some slight you've given them, you really have no one to turn to.)

It's also entirely plausible that there was some pressure from higher up for this, in an attempt to whitewash the whole thing and make the police seem less bad. Of course, it hasn't really worked.

DAs are elected. This is supposed to guarantee them independence, so they have no "higher ups" to answer to in cases like this, but as with all the optimistic promises of high school civics textbooks, YMMV.

Fleet Moscow
Why can I not build a fleet in Moscow? It borders the Caspian and could be used in an attack against Turkey. I realise that there is a rule saying that units can't moved to unnamed spaces on the board, like Ireland, but why not move down the coast to Sevastopol and then to Armenia? This wouldn't be a useful move, but should it be allowed according to the rules?

cops in death from asphyxia of 26-year old man with Down's Syndrome who committed the heinous crime of staying too long in a movie theater after the movie was over. World fails to notice because his melanin levels are too low.

2014 Webdiplomacy Tournament Update
Round 1 has completed and I have updated the standings of each player in the game. In addition, I have sent out the next wave of passwords for round 2's games to those individuals responsible for creating boards 4, 5 and 6 of the tournament. Discount for taking over left position
Is it still under consideration to allow people to take of left positions for half price? This could encourage a lot more players to join games in progress. The pot has already been paid, so it's bonus money for the current players, and incentive to come in at a disadvantage (often).
