To answer the original question: the power to make the healthcare law was found in the taxation clause.

There is no federal power to control education, but there is a very broad spending power, and the federal government controls legislation by giving money with strings attached. Sebelius v NFIB put a limitation on this "control by strings" for the first time ever. It will be interesting to see how that develops going forward.
