-Subject A was punished as per protocol
-Subject B feels Subject A wasn't punished enough
-Subject B breaks a forum rules to express distances of Subject A's breach of forum rule.
-Subject B is silenced again because he can't seem to understand how rules and punishments work in a modern society.

I can't stand Brad. He's annoying and honestly not a great person to be around. But I feel the mods know what they are doing (most of the time) and his days are either numbered or he will change. That isn't your place to decide and it certainly isn't any other community members place.

And to break a forum rules in order to express yourself seems counterintuitive.

Forum rules don't mean anything. I am not angry at Brad for breaking forum rules. I am mad at him for breaking the bounds of human decency in a way anyone should be able to tell is inappropriate.

If the protocol is to tolerate his behavior, then the protocol should be changed.

I think this is having the opposite effect you were looking for.

A better route would be:
-Email mods, tell them you don't feel comfortable on the site with brad and why.
-if their response is lack luster, directly email Zular (his webdip email used to be public not sure if it still is)
- then if that fails make a long farewell post and go to vdip or playdip until brad is eventually banned for something stupid he did.

Brad goes around the forum insulting people. Before his silence I couldn't post on a thread without him commenting on it after with some kind of insult at me.

First, for better or worse, it's Zultar in consultation with the mods who set the standard of pretty tolerant, but not infinitely so. For what it's worth, I think the standard is workable.

Second, I just mute people I find too annoying and don't contribute. Just because I have people muted does not mean that they can't also be banned.

Ironically, I find that when I mute people, they're often banned shortly thereafter.

I also notice that a lot of folks I complain about having multis also get banned later, but I never get my points back

Absolutely, I firmly believe that people who harass, bully, and make statements of violence should have a zero toleration. That applies to everyone equally Condescension. But, the decision is not mine to make.

There are only a handful of people who are so bad at taking hints as to what's allowed on this forum as to get either banned or perma-silenced. First infraction never gets someone there. There are consequences for that kind of behavior. It's not a simple slap on the wrist.
