Wrt End votes - I had a conversation with Chaqa about this after it happened, here were the important PMs:

IMO End needs to work one of two ways - either the phase ends immediately as >50% of players have end votes in regardless of votes, or phase ends immediately as >50% of people vote end *with their lynch vote on the same person*.
The rules are extremely ambiguous and always have been. I know Vashta found an example of PE interpreting it differently in M1, but I've always played under the assumption that the former was the case. Fluminator was also playing under that assumption here so I'm sure he would agree with me (he tried to use the same mechanic to lynch me quickly).
Ultimately, it's the GM's call (so whatever ND said is the correct adjudication for this game), but in future we should recommend that the GMs state in the opening post which of the above interpretations they are using.
Just to clarify on the second version of the adjudication - that would change end votes to be something like:
##HAMMER CAPTAINMEME
So say it's you, me and Vashta in the game. You ##HAMMER CAPTAINMEME, I ##HAMMER VASHTA, Vashta does ##VOTE CAPTAINMEME. The phase wouldn't end because although 2 end votes are down, one is a vote to hammer me and the other is a vote to hammer Vashta.
Then the vote counts would be something like:
Vote Count:
CaptainMeme (2): Chaqa, Vashta
Vashta (1): CaptainMeme
Hammer votes:
CaptainMeme (1/2): Chaqa
Vashta (1/2): CaptainMeme"
