30 May 15 UTC Spring, 1994: A note about how neutral SCs are handled in the Build Phase:

After the Fall move and the subsequent Retreat Phase, and before the next year begins, a tally is made of the total number of supply centers controlled by each Nation.

A Nation controls a supply center if 1) it has a unit (army or fleet) occupying the province with that supply center or 2) the province with the supply center is unoccupied and the Power was the last to occupy that province at the end of a year. Each supply center can support one military unit, so Powers that have gained supply centers over the course of the year can build new units.

Unlike on the traditional map, units created during the Build Phase can be placed on ANY vacant SC territory under your control. So, for example, if I were to hold Libya at some point and it was unoccupied, I could place a newly created unit there.

Folks who have only played on the traditional map: be cognizant of this.

To enter, message Germany one of your best jokes! The diplomat that tickles the people of Germany most will call the shots! And best of all, you'll do it in COMPLETE SECRECY.

Q: What? Why?
A: Control of the supply centers currently controlled by Germany will undoubtedly give some country or alliances a benefit for the next, Germany-free stage of the game. The actions, or inactions, of German forces will undoubtedly set the stage for the next few turns.

Q: Are you serious?
A: You bet your damn bippy. In order to not have this game be a complete wash, I'd like to at least get a few chuckles out of it.

Q: What do you mean, COMPLETE SECRECY?
A: For the remainder of the game, even after my inevitable overthrow, the identity of the winner and commander will remain anonymous at the sole discretion of said winner. German lips will be completely sealed, on honor of exile from this group of players.

Q: Seriously, are you serious?
A: Yes. My troops, your commands. Want to sneak around an agreement? Take a province with no need for support? Get the first blow in a few turns early? Just muck around in the center of it all for a bit? Any of these and more can be yours, and it's right before a build phase!

Q: So...
A: It's best not to overthink it. I haven't.

So here are the rules: get your jokes to me by 12 PM Saturday, and I will determine and notify the winner and losers. The winner will then have until 10 AM Sunday to send me his/her orders, which I will place and ready on the spot.

09 Jun 15 UTC Autumn, 1995: If you miss one turn, nothing. Once you miss the second, you go into civil disorder. When that happens, it will show that he has left the game. All of his units will HOLD as their move, and units that are displaced are simply destroyed (as opposed to retreating).

But the sooner his SCs are taken, the sooner we won't have to wait 48 hours for every phase (necessarily).
