I disagree. Yes, many people discuss draws early in the game. But this is ment, in my opinion, to create a mutual goal with a prospective ally.
Sometimes, the opportunity arises to actually act upon that draw, and sometimes, you'll find a chance to go for the solo, or to leave a given player out of it.
This happened to me recently in the leagues game, I was sincerely talking about a three way draw, FRI (I was F), and then Italy proposed to let Russia out of it. I did the math and realized that I could do it without risking a win by another player, so I went ahead. Then, at a point, I found myself able to go for the win, and I did.
I wasn't insincere either time when I spoke about a draw, and that was how I built succesful alliances that I abandoned when the opportunity arised.
If I had played a worse game, or the other players had played better, a tactical stalemate would have arrived that would have forced us all to actually execute the draw we had talked about earlier in the game.
