1. England, France, Russia and Italy are all allied and must pre-vote draw as they are trying to maintain peace.
2. Germany, Austria and Turkey are all allied but may vote draw meaning "surrender". Once you vote draw, you must tell the GLOBAL chat and when a central power votes draw, they cannot be attacked the following year and thereafter. they also must click ready with NO moves except holds. (eg. If Turkey votes draw in the Spring of 1903, they can still be attack by the Allies in the Fall but not the following spring. So as a central power, it is wise to surrender in the fall. But hold off too long and you might be eliminated before surrendering!)
3. Allies "win" if they get all remaining central powers to all vote draw.
4. Central powers win if they eliminate all allies and naturally will make a profit on their bet.
5. The Italian will make no moves until after the first build phase to recreate their switching of sides in World War 1.. And to give the Central Powers a chance cmon :)
6. Be fast as the allies as Russia will have a revolution in 1910 and can be attacked but may not issue and further moves. The last move Russia can submit is the Build phase after the retreat phase of Fall 1909. They can, however, strategically disband units in the following years to benefit their allied friends. Be hasty Russian!
7. But Russia is not the only one with inhabitants unhappy with the war, once the year hits 1913, Austria-Hungary falls to the cultural instability within it making the Fall of 1912 its last turn!
