As the QM from that game I looked back in that thread and: the question was about ministerial rank, which Beria, in my opinion, had. The problem here is my interpretation of the list of examples provided, which I interpreted to be including but not limited to, not as the only set of possibilities.
Now, I can see the latter interpretation making sense and potentially being the correct interpretation. English is not my native language and it’s easy for me to miss nuances like this. Regardless, I will apologise for misunderstanding the question and having thrown you of guard acknowledging that my interpretation might just have been wrong.

I’m not going to guess him because I already used mine and I’ve already missed obvious details. Patrice Lumumba fits all the criteria including that I can’t figure out his height. If someone can figure it out, maybe it’s a good guess.

"Living" explicitly means not dead. Your answer was misleading if the person is dead. OK, so maybe his associated country includes his birthplace, but the birthplace was not part of that country at the time of birth. Or maybe he's "South American" or "African" in an ancestral sense.
