Giuseppe Garibaldi. Born in Nice, France. In Italy, there is an area where French is spoken (Val d'Aosta).

With all due respect, you never did give a straight answer to this question. You only gave a hint about the extent to which French is spoken there, but you never addressed the other part of the question which was whether this person was a citizen of a "European country". After doing some more research, I can say that a full 'yes' would be quite misleading, but that a 'no' would be just as misleading. I can give no more information on this beyond what I already have, but here's a hint:

This person's family was neither French nor spoke French natively.

Being Canadian, it seems a Canadian could fit this description, but almost all French-Canadian politicians were born in Canada, and the few exceptions don't meet the date range.

I wanted to guess one of several Princes of Monaco who fit the bill, but they are all both "French" (born in Paris) and "members of the nobility" (princes).

Even if my guess is wrong, I strongly suspect this is someone born within modern France who isn't normally associated with France. The fact that every France-related question has been answered with a "no" is suspicious.
