As well as "public press," it's sometimes referred to as "Wilson Diplomacy"

If the title says it's a Gunboat but people use the Global to conduct press, please email [email protected] as I don't think we have a policy for that (yet).

it's called open public press. It's another way to play. all messages and public. World with 17 players is the best map to play public press on, quite comical.

Gunboat means absolutely, positively no press, right? There are some guys playing with the Global chat open, and they are cutting deals in global chat, and calling it Gunboat.
So, if I'm right, and that is not Gunboat, then what is it called, when you play with no private messaging?
