So it's supposed to read as: Russia votes: draw, cancel?

if we all vote cancel, its like the game never happened
if we all vote draw, then it ends in a draw and we all get a draw in our stats

so, if for example, "Russia votes: Draw, Cancel", it means that Russia is okay with either draw or cancel, but if "France votes Draw", it means France is okay only with a draw?
