We pause after every phase, then unpause (and finalize) on the agreed upon day to proceed. Because I want easy finalizations to remember, I propose we either all agree to finalize (and unpause) on the vernal and autumnal equinoxes (making the first phase a little briefer than all the rest, since we just passed the vernal), or on the summer and winter solstices (meaning we will recruit now to begin phase Spring 1901 on June 21st).
The corollary to this is, I would (on the honor system) request that all retreats and builds be made /without talking/ like in the actual diplomacy game. I want to see one year of play per year, not one year of play over two and a half years. =P
