It's really effective in a gunboat because Italy doesn't usually go after Austria to start, which means Austria DOES throw the kitchen sink at the East. One, you don't know that Italy wouldn't have allied with him. Be glad that you only had a one-year-late Italy that attacked Austria instead of a fully active Italy that ran a Lepanto. Two, what is "unfair"? He took *no* advantage over Russia, he allied with Russia against you until he had the chance to eat Russia for himself.

Dude... he couldn't have defended Sweden, couldn't have defended St. Petersburg. He made a dumb play harassing Germany, sure, but it was clearly out of desperation, since England took out Scandinavia and he had no hope of expanding anywhere else. And by the time England took Moscow you were back to hammering Sevastopol.
