If you want to defend a territory, you issue a support hold. A unit can only defend territories that it can move to, and a support hold can never be used to attack.
If you want to add support to an attack, you enter a support move. Like defensive supports, a unit can only support a move to a territory it can move to. So, Edinburgh can support a move TO Norwegian Sea or North Sea, but not to Norway. In the webdip interface the province you are supporting the move TO comes before the province that you are attacking FROM.
