may i just say the original name of that song was Turkey in the Straw, and the ice cream trucks play a hymn, not actually with lyrics.
but, assuming you DID want to play that song, it'd be permissible on a few grounds, the most pertinent of which is how boisterous and loud you're allowed to be while advertising. i'm not an expert in food/ice cream truck laws though, so this may vary GREATLY.

no, i'd leave. because as an employee, i only have to follow what's stipulated in my contract. if you do this out of the blue and make it policy, i wouldn't follow it. if this were a condition when i FIRST signed up for work, i'd look for another job.
here's the thing @HelenOfTroy, most businesses that implement such policies, fail quickly. that's the invisible hand of the market place bitch slapping them to the ground.
there's also a basic freedom of association at play here. and as for specific market forces, the labor supply that is obviously against such workplace behavior would be looking for an alternative place to work. this immediate breeding of competition (assuming regulatory policy hasn't created a monopoly, like... well, every other monopoly in the history of america on a national scale) then you'd go out of business.
