The US knew and allowed the Saudis support the creation of ISIS, the plan was to overthrow the (pro-Iranian/Russian) Assad regime - and call it another 'Arab Spring' event.

The new Sunni/pro-Saudi/pro-US government would allow A pipeline to be built through Syria (to Turkey, a NATO member) and oppose the alternative Iranian pipeline (through Iraq and Syria to the mediterranian).

The fact that ISIS turned out to be rabbidly anti-American lead to a problem. A public preception problem, which orevented the UK parliment from bombing Assad (and Obama quickly followed the British on this) and when it was clear that Assad could hang on, and Russia could move in without fear of US involvement, the Russians moved to end the Opposition. Strengthening ties to anti-American Syria and Iran in the process.

All told a total failure of US policy. The Saudis also got a little bit too much when ISIS turned out to be too difficult to keep on the leash... And their funding may have dried up...

Can you imagine having indefinite legal permission to live in the USA, and making careful arrangements to leave the USA to visit your family in the country of your birth and then *legally* return to the USA.... and then to be locked out of the USA on your return because the law has changed in the week you were away, because people like ND think you are a criminal?

-section 101(a)(27) grants 'special immigrant' status to certain kinds of immigrants, who receive priority;

-section 203 pertains to prioritizing immigrants by employment/job creation

So none of the exceptions have anything to do with allowing discrimination against certain nationalities in the issuance of an immigrant visa.
