Here are all of the gory details:
This will be a full-press, WTA tournament with 36-hour phases. I prefer it to be non-anonymous, but a majority vote by the players will change it to anonymous games. All games will continue in the event of an NMR. I hope that no one goes into CD. If a CD occurs, the game will pause and we will find an "unofficial" replacement player. If no one is forthcoming, the game will end and players will receive scores based on a draw scenario at that point.
The cash buy-in will be set at $20 initially and if we can get at least 25 players playing, the cash buy-in will decrease to $10.
Each game will have a D buy-in as well. Games may vary depending on the pot that the players wish to put into the game, although the minimum amount that any single player is willing to put into the pot is the one that is honored for that game.
This will be a 3-round tournament. Starting dates depend on the availability of players.
The scoring system will be as follows:
Each player will begin with 50

. At the end of each round, each player will score a number of points equal to the amount of centers controlled in excess of the average. What this means is that if there are 4 boards, and players playing Italy end the game with 0 centers, 0 centers, 4 centers and 12 centers, the average is 4 centers for all players playing Italy. Players 1 and 2 would receive -4

because they had 4

below average. Player 3 receives 0

since they had average and player 4 receives 8

for being 8

above average. The "average" score for any given country will always be rounded down to the nearest whole number (so an average of 4.75 rounds down to 4, not up to 5).
Averages are cumulative. Therefore, after round 2, there would be 8 boards contributing to the average for the second round. Scores will not be retroactively changed.
After all 3 rounds have been played and scores are tallied, the winner is the highest number of points, and similarly for 2nd and 3rd place. In the event of a tie, total center count across all 3 games will be used to break the tie.
Best country awards will be granted to the player with the most centers obtained for a respective country. Closest opponent in a given game will be used to break a tie (so if 2 players solo with 18 centers as Russia, but one has a 16 sc France while the other has a collection of smaller countries, the latter would be declared the winner of the Best Russia award).
