It actually makes a sort of sense. IF you consider these differing gender identities to be mental disorders, then you can easily make the argument that people suffering from one confusion are higher risks on the roads. Of course, sexual tendencies/preferences and whatever have little to do with promoting mental health in a driving population. These "mental disorders" have little to do with potentially risky driving behavior. (excluding driving blowjobs. That's just dangerous, people.)

The general idea that mental illnesses could disqualify an individual from obtaining a license seems perfectly reasonable to me. The application, on the other hand, is ridiculous.

You have to look at the bigger picture. Sure, trans people have been banned from cars, but they have an entire railway to themselves in Siberia.

Empirically, Russia has the highest road fatality of Europe, and the lowest (declared population of transgenders. NW Europe has highest transgenders, lowest fatalities.

To make Russian roads safer, it makes more sense to promote transgenders.

phil, The argument is faulty to us because we view the basic premise as fundamentally false. But I think viewing transgenderism as a mental illness is understandable. Including sexual identity or preferences in a list of disorders that would disqualify one from being able to drive, is absurd. I don't think it's absurd to disqualify individuals who suffer from more debilitating conditions from driving.

The premise of reducing vehicular fatalities by removing a segment of potentially dangerous drivers from the driving population does make sense, even if I highly doubt that individuals with "mental disorders" as listed by the Russian government form a statistically relevantly higher number of accident-causers.

Of course, TMOW's correlation would seem to suggest the opposite of Russia's claim. Perhaps Russia should mandate more people declare as Transgender so they can crash less.

Treatment recommendations, as well as payment by health care providers, are often determined by DSM classifications.

Strong feelings that your sexual identity--which is physical/genetic--has been mis-assigned by society or by your own genes can easily be viewed as a disorder that denies physical reality. It's not a perfect definition, but our society has supported a binary model of gender identity for a very long time.

Hermaphroditic and intersex individuals are a different matter entirely, at least in my mind, and should be approached differently. But to do anything really substantial would mean overturning the binary gender identity we have. And frankly, I just don't see that ever changing in any significant way.
