What am I missing?

ROM army moves to NAP and is supported by TYS so should outnumber NAP & force it to retreat? There's a bounce from NAP into ION, but that shouldn't affect situation?

There are no attacks into ROM or TYS to disrupt moves or support.

TYS ordered a support hold for Rom, not a support move to Nap.
