Because if he parks his vote on Bozo (the second wagon), he cannot move it to save himself. If he's not on either the first or second wagons, he has a chance to move it to save himself. Unfortunately, it's NAI behavior. Also, unfortunately for him, it does not look like it'll be close enough to matter.

But that vote does save himself! It would have made bozo the lead wagon by one with the tiebreaker.
