What if we did a game;
Where we would all spectate it, and talk about what each nation should do, no in-game messaging ofc
so we would just talk and give our advice, then each nation has to decide what to do

It's been done.
School of war; Seven new players, each tutored by their own TA. Public commentary by Professors. We organise these periodically.
Peanut Gallery; Public commentary on a game played by veterans.
And once, we had an anonymous Gunboat game with Public Press via the forum. In other words, several people would claim to be in Germany in the game and negotiate on behalve of their country. It was funny to see.
