I would join, but have ZERO understanding and experience in this sort of forum games. Thus, I'd be constantly asking questions, and always late with voting, whatever 'voting' means in the context of this game. Maybe we have a character 'Village Idiot'?

Early life on Endevour will require you to live in a dome. To fix the heavy amounts of Carbon Dioxide it is recommended you keep emissions at a low, and work to promote growth of forests. Biowell technology will help you to produce food, and it is recommended you promote a healthy cleaning of your atmosphere by building Advanced Harvesters. The newer model of harvesters will act as drones flying around in the upper atmosphere essentially scrubbing away the greenhouse gasses.
This will mean your harvesters wont be gathering resources for a while. But they may be able to create a long lasting -no terraform required- clean planet.

Negative traits can end up on NPCs and PCs throughout. Psychological especially. Tierney is confined to a hover wheelchair and the negative trait is physical not psychological.
If a character developed a knack for hurbis and started proposing really creepy legislation. The psychologist may be able to normalize them. If a character became shellshocked and unable to perform normal duties the psychologist could reverse it once a phase

I guess I didnt write it perfectly but the psychologist can only fix negative psychological character traiys
