So there seems to be two items that can change votes:

1x Alien Manipulation Ray: A vote is applied elsewhere at the player’s discretion. Can be used during the day phase.

1x Alien Heat Gun: When used on another player during the day phase that player gets extremely hot. It will be publicly revealed that the targeted player cannot vote and any and all votes will be subtracted from vote counts/final vote count. If used at night it works as a roleblock. The Alien is immune during the day phase and if cast on the Alien the action is considered to have failed.

I'm still confused about what happened though, because the vote count did not appear to be manipulated. Unless Jamie's vote was moved to Moscow.

Why would anyone waste their item like this though?

The Alien Manipulation Ray is the only one that would have moved Jamie's vote from Ezio to Moscow.

That's why he should target someone who is distancing themselves from everyone. Someone whose flip won't give much info anyway.

Unless someone claims (and explains themself) the initial assumption is that they were trying to save Ezio.

Ok everybody here's how tonight's gonna work. I've still got my gun and I'm gonna use it at the start of the phase tomorrow for whoever gets the most votes TONIGHT.

These night phases are usually boring as fuck but I want there to be something on the line.

Use your votes like during the day but use $$ instead of the ## for your votes. I'll try to keep track.

I'mma start it off with a $$ vote Ike and we'll re-evaluate from there.

Assuming you are town, if a scum is the leader in votes, the scum could NK you to keep you from shooting D2. If a town is leading in votes, the scum could NK you for WIFOM.

The only rational use is if someone was trying to save themselves (or a scum partner). How long had Jamiet been voting for Ezio, and what were the chances Ezio ended up lynched? I wasn't really able to follow what was happening the last minutes.

My vote was on Ezio for several hours. Earlier in the phase, I'd had votes on RagingIke, and Bo_Sox, but for a number of hours I had been on Ezio and I had made it clear I intended to stay there.

It would be extremely foolish to use the Manipulation Ray at an early point in the phase as you'd have no idea whether it would have a meaningful effect or not. So unless the person with the Ray is an idiot, I would assume it was used in the last hour or two, when I was on Ezio.

If not, tbh, the person who fired the ray at me should probably confess.

There was a pretty big shift to damo last 5 minutes. 4 or 5 vote changes. I agree it's most likely whoever manipulated was worried about ezio getting lynched so moved Jamie's vote, but then wasn't able to retract its use in time when everyone shifted to damo.
