It might be b/c I use a non-google homesite logon to my google account (my email account is run through gmail so it sort of combines accounts in some way i don't actually understand)

I just confirmed that I can access the site both in chrome incognito mode without signing into a gmail account and on TOR without any sign in's so you've gotta have something really weird going on with your account.

The fact that you're seeing "Organization Administrator" probably means the network you are on has traffic filters on it. The GR page is tied into google drive which is a sharing site so it wouldn't surprising if your company has security reasons for blocking it.
