Well, we are at the deadline, so I am going to go ahead and score it, but the scoring gets a bit skewed because a couple key people didn't join any coalitions.

Phase 7:
Rule: It only takes 2 thieves or hijackers to be successful.
The “Thief” Coalition: This coalition has a thief leader, and anyone can join it. Before the end of the phase, the thief leader must PM the GM ##Steal [player]. You cannot target yourself. If there are at least three members in the thief coalition, the theft is a success (barring a bodyguard coalition). If the target is a leader of a coalition, that player loses 8 points. If that player is not a leader of a coalition, that player loses 4 points instead. If the theft is successful, each player in the theft coalition receives 6 points. However, if multiple thief coalitions target the same player and have at least three members, none of the thefts are successful. Also, if you are a member of a coalition targeting yourself, you will not receive any points for the theft.
The “Hijack” Coalition: This coalition has a normal leader. Any player can join this coalition. The coalition leader will PM the GM ##Hijack [player]’s coalition. If that target is not the leader of a coalition, the hijack is unsuccessful. If the target is a leader of a coalition, and there are at least three members in the hijack coalition, then the hijack is successful (barring a bodyguard coalition). Any points that would be awarded to any member of that coalition will no longer be rewarded to those players, and will be evenly distributed to the members of the hijack coalition. If two or more hijack coalitions successfully target the same player, both hijacks are unsuccessful.
The “Bodyguard” Coalition: This coalition is leaderless. To join this coalition, a player PMs the GM with ##Guard [player]. A player cannot guard themselves. If two or more players protect the same player, that player gains protection. A player with protection cannot be stolen from and a coalition they lead cannot be hijacked. If a bodyguard has a successful guard on a player that was a target of a theft or hijack, the bodyguard gains 7 points.
The “Popular” Coalition: This coalition has a normal leader and anyone can join it. Each player in the largest popular coalition will gain 24/n points. Additionally, the leader of the largest popular coalition gains a bonus 2 points. Any popular coalition that is not the largest popular coalition gains 0 points. If two or more popular coalitions are tied in being the largest, each member of the coalitions is awarded 12/n points, and no leader bonuses are received.
The “Not-A-Cult” Cultition: This coalition has a cult leader. When creating this coalition, the cult leader will do two things. FIRST, the cult leader must PM the GM ##Create Cult [x] points. After doing that, the player will post in the forum ##Create [type other than cult]. This means that it appears to other players that you are leading a different type of coalition, when in reality you have just made a cult. The rules for joining the cult will be the same as the rules for whichever type you are making your cult appear to be. The cult leader will gain 2n points, and all members of the cult will gain x points (which was determined by the cult leader in the creation of the cult). X may be any integer between 0 and 5 (inclusive). If a player is a member of a cult gaining 0 to 2 points, they may Avenge the cult leader the following phase. This is done by publicly posting ##Avenge [player] the following phase. If you avenge a player, you pay back the points you earned from the cult, and the player you avenge loses 3 points.
