Technically yes. I will say that the adaptation features some animation and other effects but also some live action elements so technically not purely "cartoon", but to give a "no" answer to this question would have been misleading.

I’ve never heard of this character but I love the character design on the book cover. He looks very friendly

Raymond Briggs, the creator of Fungus, may be more famous for "The Snowman". He produced a large number of illustrated books, several of which were made into films or TV specials.
