Bearing in mind the language answers, and the fact this person was not born in Turkey or Azerbaijan, this seems to hint that they are likely to be from Turkmenistan.
However, it would seem to me that there are very few internationally recognised political or military figures from Turkmenistan during the date period we are looking at, because during that time Turkmenistan was first a peripheral region within the Russian Empire, and then the Soviet Union.
This leads me to think it might actually be an Oghuz-speaking Bulgarian...

But via Google-fu, I cannot find any famous Oghuz-speaking Bulgarian politicans or military figures with a birth date in the right range because, again, during that time range the Turkish-speaking population of Bulgaria was a marginalised minority.

Then, if Wikipedia accurately reflects the geographical coverage where the Oghuz sub-group of Turkic is tranditionally spoken, and if Turkey, Iran, Azerbaijan and Turkmenistan are ruled out, it can only be either (a) a Bulgarian, or (b) someone from South-Western Russia where Russia borders Georgia and Azerbaijan. or (c) someone who is a native Oghuz speaker but for whatever reason was born outside of the area where Oghuz speakers normally come from.

It’s worth noting that the way the questions were asked, someone primarily associated with the USSR or Turkey would still be viable, it’s just the WW1-and-before empires that are ruled out.

I am on the road so it is easier for me to guess than to run a proper round right now. I marked myself as the winner in the spreadsheet, however, I will pass it you JAMIE if you want to run the next round, since it has been ~150 rounds since your last qm.
If Jamie does not one it then one of folks who don't have a ton of wins can take it.
