Edit: I suppose Finland doesn’t fit the Warsaw pact question but keeping for the others

I just realized DreamTrawler used an unfree guess, so technically that is Question 20. I'll give you more time for free guesses, and then after I answer Question 20 I'll give you a hint if needed.

Since nobody guesses, I will go with Ilya Ivanovich Ivanov, whom doesn't fit the ethnicity associated with a country not yet exists but perfectly fits the rest.
