For the record: this would actually be a concave quadrilateral, so there's some ambiguity as to how it would be drawn. Therefore, I'll just say that this person was NOT born inside the triangle formed by Reading (Pennsylvania), Rome, and St. Petersburg. Since the (current) US and Canada are already eliminated, here's a closeup of the eastern portion of the triangle.

I'm actually going to refund that question, because I would have counted Thailand and Argentina as bordering the Pacific Ocean, or at least passed on the Pacific Ocean question.
