No, I had this confusion as well in the original thread. Hannibal's father was named Hamilcar Barca. "Hannibal Barca", while not actually a common epithet, still refers to the famous Hannibal, who was the target of that round.

Considering the time period, place, and previous round I feel like it has to be Punic wars related (Scipio Africanus)

That's somewhat ambiguous, so let's make it more precise:

Does this person have an English-language Wikipedia page that uses "Greek" (or variants like "Greco", including, say, "Greco-Roman") as an adjective to describe him?
