Sandbox allowing only some of a country's units to be disbanded.

From a current game (gameID=1424853) in which Autumn retreats are pending, the following sequence leads to strange behavior:
1. open the game in the legacy UI
2. copy game to sandbox
3. open sandbox in Point and click UI
4. select retreats and ready them; game advances to Winter Builds
5. France has to do two disbands - but the French units on TYR, TUS and NAP cannot be disbanded (clicking on them has no effect), while all the other French units can!
I have created the sandbox resulting from step 2; should a maintainer wish to use it, let me know.
