The main goal of mafia is to get in power and stay there

With rotating PRs we can stop how much influence the mafia have in the game

Reasonably understood. So what's the alternative? I think, and correct me if I am wrong, we're better to be putting our townleans into those PR spots. I don't see anyway around it.
