In short, a shooter will NOT be penalized for causing a tie. Only voters.
a) an ALMOST tie is on the board (difference of 1 vote)
b) a bullet kills the one-vote-leader
c) causing a resulting tie
d) BUT since it is the bullet that causes it, instead of a voter, there is no penalty
To be clear... the only penalty for tie are those caused by voters... not by desperado, lawmen, gunmen, or Moderator Killing for other reasons. So only voters are potentially at risk.

That said, its such a boring thing to talk about.
Id rather hear people talk about spicy team combos like a balki-eden scumteam with some miscreants in there too.
I have a few pairs in my head as possible. The one I want to explore right now is Food-Eden, but there are also Balki-Jamie (based off Bozo's post earlier) and worcej-damo (mostly due to Damo's weird probtown read on worcej)
