this one is difficult depending on the answer to my question we can either try to narrow dates/regions or try to narrow in on what kind of role this person had

It's hard to narrow anything down when I can't think of a single famous person who fits. I want this to be one of the early UN secretaries general, but they don't really fit the vibes.

Good guesses (and I wasn't thinking about Nazis at all), but Arthur Seyss-Inquart is out because he was born in what's now Czechia (not Germany, the Netherlands, Belgium, Norway, Sweden, Finland, Denmark, or Iceland).
