Interpreting "the Atlantic Isles" to mean the archipelago more commonly referred to as the British Isles, and Africa as referring to the continent as defined by the Wikipedia map.

Assuming this is a clarification: no, I interpreted this as only referring to the islands that currently comprise England, Scotland, Wales, Northern Ireland, the Isle of Man, and Ireland. The only use of "Atlantic Isles" I could find was using it in that sense--I assume as a more Irish-friendly way of saying "British Isles".
So based on what you know, this person could potentially be born on a Mediterranean island, or an island in the Atlantic proper that doesn't fit into the above group.
