You kind of can, at least partially. The message will stay in your outbox until read by the receiver.

If we don't want a rule, one way to pretty much enforce PM-reading behaviourally is to start with a night phase as is done in many Mafia games and as I did last time. With a night start people are going to want to read their PM to see if they have Mafia QT access.
