How so? Mexico and Central America are parts of North America
They are not part of Europe, Canada, or the United States.

So to be clear, this person was either born in the contiguous United States or Alaska, or born in Canada but somehow not Canadian.

The English as a native language pass was the key for sure, pre-1850 I thought maybe someone from the French or Spanish colonies in what is now the US, after 1850 the list gets smaller...
