No, actually it makes very good sense to have an element of randomness in the rate of increase of the fish stock. In real life, even the best-designed scientific model can only make predictions about the behaviours of large populations of animals, there will always be an error margin. No, but I have the power to audit and sue anyone I suspect is fishing over the legal limit. That is how I know it is possible to fish illegally. Haven't caught anyone yet (illegal catch returns as max legal catch btw).
