So, this is something I have been PMed about and I'm going to go ahead and explain it in some detail.
Everyone submitted actions they wish to take during PHASE 1. These actions were submitted to me during PHASE 2. They are (with a few exceptions) executed throughout the phase rather than instantly. You don't instantly fish 5 fish. Granted, this would be a reasonable detail to ignore. However, I wanted to add a level of planning. Because you submit the amount of fish to fish, then have 24 hours to decide on Phase 2 (which, by the way, I am desperately trying not to call "Night" despite mafia influences) actions, you must make choices with less than ideal levels of info.
One idea I'm considering is merging the phases and simply having stuff happen each day, keeping the planning aspect but ditching the separate phases. This would probably speed up the game. Either way, though, the lack of, for example, knowing how much fish were fished before choosing whether to use an ability is important to the game design.

Phase 1 is when fishing and other mostly public actions take effect. Phase 2 is when more clandestine abilities take effect.

Phase 1 was intended to happen before Phase 2, but Phase 1 is when fishing happens and for that we need amounts of fish to fish and for that we need Phase 2... At the very least, we didn't have too much overfishing, since we still had 4 fish be added to the pond. Let's have another round of 2 fish fishing, until we find this one guy who's overfishing.

So 14 fish were caught, suspect 5*2 and 4 or maybe 4*2 and 2*3. Former more likely imo.
This phase we could all fish for 3 and leave pond static or all fish for two which would allow growth and following phase we could catch 3 and still have further growth.
So let's stick with 2.
