This can solve a few things:
That way we can remove any chance of mafia interpreting who people are choosing and the risk involved with keeping them alive
We can also allow a venue for the cop to hide why they selected that person
Personally I am for the plan, if that isn’t clear
The problem I see here is that having all non-cops randomize their selections, and all cops make carefully considered selections, may give wolves information about which cops are real. As an example, if there is someone who is an obviously poor target for a Cop to pick, then anyone who picks that target randomly would be (accurately) less likely to be Cop in the eyes of the Wolves.
I don't think there is a problem that would be solved with randomized hypo targets. Between up to 7 wolves picking hypo targets, #realcops picking real targets, and Town!fake!Cops picking targets for unspecified reasons, I don't think that the selected targets are going to help guide Wolf kills too much. I suspect that there will be other considerations that will be much more significant in choosing Wolf kills.
Ooooo....another advantage of this plan, with the #ghugcorollary: If real cop visits Judge Fear, and then dies, we will know after the reveal (and based on the EON post) about the visit. This might help us catch Judge Fear.

I don’t think I’ve done anything particularly indicative of being anything other than town. I don’t know anyone’s tells or past behaviors since this is my first game (I’m kinda here just to learn the ropes and have some fun). At the moment, im mainly focused on watching others discuss to try and figure out people’s usual mannerisms. For those suggesting I may be coached: if I were, there is no way I would be this passive and flipping my vote around so often. Logically, those coaching me would probably urge for a strong confident front to support their agenda. I think that you are overstating the info that Angels will get from this. There are so many different kinds of cops that seeing a fake result really won't reveal a whole lot. Let's say you are in the Angel gang, and I put down a hypo cop scan on you that says TRUE. Even with your knowledge of the game state, you aren't going to be able to tell if I am a real cop or not. And nobody is going to really know what my scan means until I flip (obviously it means nothing if I flip not cop, and it means something very specific when I flip a particular kind of cop).

Firstly this isnt perfect. Probably alot of criteria to add to this concept. But this is a good starter. If a scum flips being cautious about falsely clearing people. Basing my reads around people who look like they are hunting both teams. Totally hard to do. I cant even articulate how to distinguish between someone hunting for one scum team exclusively. However, someone who just displays a majority of these traits, and also holds up well under a microscope, lacks scummy posts, seems legit. All that would be a good idea.
At some point deciding who has sound judgement is something id hope EVERYONE would do in a mafia game. Even bad guys usually get nervous about people with sound judgement. Volume is probably less important but laying low and blending in would absolutely be a thing for the smaller scumteam that has even less might in the wagon control.

No, not really. It will effectively do this the more people participate in it, but it doesn't require 100% participation or even 75% participation. And if the result of this is that the bad guys refuse to partake in order to avoid locking themselves in for potential fake claims down the road...well then, it is about the most effective plan on earth. Reminder that townie tinfoil is not as good an indicator in games with multiple scumteams. I agree. Everyone has a puzzle to solve and the subtleties of solving as a primary motivation versus blending as a primary motivation may be hard to sort.
