That was Question 19. Last chance for free guesses, but honestly, I don't think you are close enough to the occupation to get it that way. I may have stumped you here.
I'll give you a small hint. Its writing that he is sort of known for. But he is not an author.
I'm really surprised you haven't circled closer to his occupation yet. A couple of questions commonly asked in previous games might have led you there much more quickly. There is at least one glaring gap in what you have asked about occupation.
1,4,5,6,7,15. Real dead human male, born in England (but not North East England).
2,10,12. Born 1821-1899.
11,17. Died more than 82 years old.

I feel like our standard categories of occupations goes something like:
- Known for involvement in politics, government, military, royalty, or nobility?
- Known for involvement in the arts (broadly construed)?
- Known for involvement in the sciences (broadly construed)?
- Known for athletic accomplishments?
I think that all four of the above have been satisfactorily dealt with. A next grouping of categories might be:
- Involved in business?
- Famous as an entertainer?
- A notable criminal?
We've been dissuaded from the criminal category. It is hard to come up with an entertainer who doesn't fit into the previous categories. A businessman is certainly possible, but we would have to find one who is famous for his writing (in a way).
Some other categories that may be interesting to think about: religion, activism, social sciences and non-art humanities (economics, history, etc.).

My guess is Edmund Knowles Muspratt, right age, right time, has an E, left the British Isles at one point, did some business and some science but perhaps not enough to be declared a businessman or a scientist, known for involvement in politics too but wasn't a career politician.
