These questions are a bit vague considering that this person is dead and we don't know how old they are. Would someone born in Roman Gaul be counted as born in "France", for example?

The phrasing is still vague. Was this person the head of state and/or government of a country in Western, Middle, or Eastern Africa by the UN geoscheme? For simplicity I'll say that pre-2011 Sudan would be a "no".

Fair enough, but if someone was born there in 1400, they weren't born in a locality in Mexico, because Mexico didn't exist yet. I actually drafted the question to be a little longer, something like: "Born in a city or locality [that is currently in] a country or territory that is currently a member of APEC or ASEAN?" I don't see a difference between "area" and "city or locality". Pedantry has its place in a game like this, but not to the point of hypercorrection.
