I'd potentially agree, especially if the other scan is already dead or a likely nightkill. Getting you and the cop as clears right now would not do us much good.
2-3 clears and 3 mis-kills is better than 2 clears and 2 mis-kills.
2 clears is a larger proportion of the total remaining players in the latter case.
If I am not a PR and therefore do not claim doctor, the cop would know it would be 3 clears and 3 mis-kills with 10 players left or 2 clears and 2 mis-kills with 9 players left. In the first case, 30% of players are cleared, in the second case 22% of players are cleared. The first case is obviously better, so the cop would be taking a chance that he would get 2 more town scans in, or 1 mafia scan, to make the trade-off beneficial for town.

ghug was correct that D2 was not decided, there were 4 votes in 9 seconds, but what is certain is that Hamilton's vote could only increase the chance that he would be the DK.
