We know the person was not born in Southern Europe or Northern Europe. By this logic, would you say that this person was not born in Europe in its entirety, or that Western, Central, and Eastern Europe are still possibilities of birth?

That was some bad question-asking by us the Players. It is useless to ask if one lives in a region whose borders are uncertain. We wasted a few questions on the assumption that if not born in either Northern or Southern Europe, he must be born outside Europe entirely.
We can deduce he is from Eastern or Western Europe (as defined by the Wikipedia page Hanging Rook referred us to); or (if not Hannibal, probably unlikely) North Africa.
I think we are at 14 questions.
Did this person fight in a war in the army of the Holy Roman Empire (as it was constituted at the time of at least one of his wars)?
We can deduce he is from Eastern or Western Europe (as defined by the Wikipedia page Hanging Rook referred us to); or (if not Hannibal, probably unlikely) North Africa.
I think we are at 14 questions.
