Okay so my immediate thoughts were "is it someone from Austria / Hungary who had a part to play in WWI?"
But:
- It cannot be Archduke Franz Ferdinand because his father was a noted member of the House of Habsburg-Lorraine and his mother was a prominent Bourbon princess (violates Question 8).
- It cannot be Kaiser and King Franz Joseph of Austria-Hungary because, again, he had famous royal parents (Quesion 8).
- It obviously cannot be Kaiser Wilhelm II.
- It cannot be Gavrilo Princip, who shot Franz Ferdinand, because he was from the Balkans (Q. 15).
But:

Don't let this throw you off, but his family was from a region that would eventually fall east of the Iron Curtain. To be clear, this hint will probably only be useful to you as you read through individual biographies. So we're after a Boche who somehow managed to survive the first show but played no meaningful role (possibly due to being dead) in the repeat performance.
I looked in my book of great Germans of the past and present, but the Red Baron has already been guessed and there aren't any other entries
So a famous old soldier from the east, like von Mackensen, or some politician or negotiator (best bet would be one of those in the armistice talks) like von Winterfeldt (although he was more soldier than politician).
I'd be inclined to clear up whether or not he was a politician... or alternatively ask whether he sported a ludicrous moustache (which seems to be around half of them
)
