Is there perhaps any mechanism at webdiplomacy.net similar to the sandbox function that would allow not only setup of a position but also then permit various players to play out the scenario as a new, real game?
To recap, I envision something like the following:
1. A mechanism that permits a user to start from nothing but one of the standard maps and set up game positions manually.
2. A feature that then essentially turns that setup into the start of a new game involving multiple real players.

The sandbox feature is new and does not yet have the functionality you seek:

It is possible, though. A decade ago, webDip user SunZi released "Little Dipper", an Android app Diplomacy adjudicator based on webDip code that allowed you to set up game positions manually. However, the mechanism to set up game positions manually relies on the menu button that Android deprecated years ago. If you happen to have a very old Android phone laying about, however, this functionality should still work.
